The mothers and daughters of Bengal were directly and indirectly involved in the great liberation war and played a strong role. They participated in frontal battles, supported freedom fighters. They have been persecuted. But they are not properly evaluated. In 1972, 'Nari Punarvasan Board' was established to rehabilitate women affected and oppressed during the liberation war. As the responsibilities and scope of the Board increased, the Board was reconstituted on a larger scale in 1974 through an Act of Parliament and elevated to the 'Nari Purnavasan Kalyan Foundation'.
In order to reflect the government's national and international commitment to women's development, he directed the Director General of the Department of Social Welfare to create an organizational structure for the overall development of women at all levels and to change their status.
